Corporate Social Responsibility: Tesco and Sainsburys Importance of CSR: Case studies of Tesco and Sainsbury Executive Summery Corporate social responsibility which needed explanation some decades ago, is now included almost every mission statement and does matter in the recent time. It is to a very large extent true that with the awareness of consumer, Media, certain rules from the authorities and pressure from NGOs have lessen the harm of the corporate world to the society. But on the other hand it has been observed that if a conflict between profit and doing the right thing is seen profit wins. To start with, the project will examine what CSR stands for in reality in the light of the definitions provided by different intellectuals. It will further highlight does corporate social responsibility matter followed by the discussion about the importance of CSR in the recent times. After that the project further enquires the different approaches towards CSR as some people are in favour and many are against CSR activities in the business. Furthermore, the project throws light on the obligation and practices of the different institutions and authorities which includes businesses, Government, Professional accountants, Non government organization and general public as well. The impartial conclusion has been made after enquiring the findings from previous literature, previous progress in respect of CSR, corporate worlds role in current situation, future priorities declared by government, accountants, non- government organizations and civil society . Moreover, an analytical approach of case studies has been adopted in the project where mainly two companies Sainsbury and Tesco have been chosen to demonstrate the corporate worlds current role with regards to CSR. In addition to two companies Sainsbury and Tesco, the analysis of the scores of other companies is also included to reach the conclusion. Finally, the projects propose some recommendation with regards to CSR for Government, Professional accountant, Businesses and civil society that they need to make collective efforts to make this world a better place not only for themselves but for the successors as well. Chapter 1 1. INTRODUCTION 1.1 What is CSR? Although every organization has formed a different definition for corporate social responsibility yet there are common grounds and connection between them. CSR is about how companies manage business processes to produce an overall positive impact on society. (www.mallenbaker.net) With the passage of time CSR has become very important issues in the corporate world and even for other stakeholders including media. For instance the financial times and guardian have special reporters for Corporate Social Responsibility of the corporate world. Social responsibility can be found in almost every weekly newspaper. According to Mallenbaker CSR is something which ‘like original sin can never be escaped by corporate world. The following illustration will help to explain CSR to a very large extent: In terms of the above mentioned illustration, to bring the quality of management, the organization or company has to consider all the inner and outer circle factors which will ultimately bring about the positive effect on the society. For instance if the company tries to show its responsibility in respect of Environment it has to satisfy the government, non-government organization and civil society concerned with environment. Similarly for work place it has to keep in mind the employees rights and unions as well. 1.2 Who are Stakeholders? Person, group or organization that has direct or indirect stake in an organization because it can affect or be affected by the organizations actions, objectives and policies. Key stakeholders in a business organization include creditors, customers, directors, employees, government (and its agencies), owners (shareholders), suppliers, unions and the community from which the business draw its resources (www.businessdictionary.com). Businesses generally need to manage their relationship with their stakeholders for both short and long term benefits. It is considered more valuable for any company to involve the stakeholder in the whole process and communicate them through a sophisticated process. For the lasting relationship with the stakeholders, the managers need to expand role of the stakeholders by moving form just informing and responding to involving them in corporate social responsibility process. 1.3 Background The history of social responsibility of the corporate in the world is as old as business itself. For instance the laws to protect forest during commercial operation can be found almost 5000 years ago. In ancient Mesopotamia almost 1700 BC King Hammurabi introduced some laws for farmers, builders and innkeepers which showed that they would be prosecuted if they caused any death or major problem for the citizens. In old Rome senators grumbled about the failure of business to contribute sufficient taxes to fund their military campaigns. (www.brass.cf.ac.uk ) With the advent of industrialisation the impacts of the business on society assumed a new dimension. By the 1920s the world saw a new discussion about social responsibility of the business which was actually the beginning of the modern Corporate Social Responsibility movement. In March 2006 the European commission published its latest communication on CSR which clearly defines that the companies should recognise the social and environmental concerns in their business activities. The aim for this communication was to make Europe ‘pole of excellence ‘on CSR.Uk government also encouraged such activities and in the ‘global reporters surveys UK companies were rated the top 3 reporters. Almost 80 % of FTSE 100 companies report on social and environmental issues. (www.corporateRegister.com) 1.4 Project Objectives A large part of the project includes the discussion about the importance of the CSR to the businesses, Government, civil society and especially for the professional accountants who can play a very important role in respect of CSR reporting. It has been tried to achieve the following objective in the project. * What is CSR in reality with its true spirit * Importance of CSR in the current era * Stakeholders expectation from Corporate World * Role of professional Accountant * What the businesses are doing in this respect * How CSR can be developed * Is there any legislation exists or needed The debate on CSR is growing day by day but in reality a big part of the corporate world and society almost does not know the real meaning of the this term. Some recognise it as a report for public relation. Some say it is about to improve the business competitiveness. Some call it a good business practice. The other feels it is just a type of threat. CSR in reality is a framework of relations between corporate world and the rest of society both nationally and internationally. It is not the activities just for the big countries in the world but for all the companies exist in this world because people exist everywhere. CSR is good for long term business development as well as for wider society. The world has seen progress in every area and this thing has increased more concerns for the society. Thats why the partnership of society and business world is needed to deal with all the concerns. Government in this aspect ha a very important role to play to bound and encourage the corporate world to recognise its social responsibility and act positively. This task is not only the responsibility of one department ,company or community but participation is needed from every field of life including Governments, Corporate world, NGOs, Professional Accountants ,Professional bodies and Civil society. 1.5 Priorities So For CSR has gained more attention for all including media but on the other hand the real importance of the CSR is being neglected or going behind the scene in some way or other. Many organizations are using CSR as a tool to make money for their shareholders ignoring the other stakeholders of the business which is totally against the true spirit of CSR. The government and private bodies made some priorities in the past and started working on CSR. They precisely mentioned some principle to go along with these issues. For example U.K CSR department announced publically that it will highlight the importance of social and environmental responsibility, assist the involvement of all the small and medium sized companies in this respect. They further mentioned that they will favour the transparency of CSR reporting and aware the whole corporate not only in U.K but all over the world. To talk about the professionals who are considered responsible for reporting financial and social issues used to follow only a set of rules established by GAAP and other bodies. These rules and regulation do not seem to be helpful for the professional accountants to report social and environmental issues. The professional used to look into the past for reporting like historic cost, prudence etc and have ignored the changing trends of the world which has become the global village. Although management accounting deals with the removal of waste which is also a part of CSR yet there are so many things which the accountants are lacking. The accountants should know the reality that the standards only provide guideline and it is accountants who by using their own moral standards ethically can make the things bit better. In terms of the firms priorities for CSR, it seems that they are claiming more than taking practical steps and their priorities together with their practise are ambiguous. Although CSR reporting have become tradition in many companies but still they are lacking many aspects. It seems that they are looking after their own benefits only and not giving importance to other stakeholders .They seems to follow Friedmans idea that money belongs to shareholders only and they have to decide where to invest it. They are planning for short term ignoring long term. They do no consider this reality that by investing in social issues like community development, employees betterment , customer care, environment issue etc not only improves the reputation of the companies but develop the companies benefits in long term. But in spite of all the claims it seems that saying something and doing something practically are two separate things. One can find hundred and thousands of press releases about CSR but less practical steps can be found. It does not mean that nothing is being done on CSR but more needs to be done. Chapter 2 2. Literature review This Chapter will examine the academic literature on Corporate Social Responsibility. More specifically the review will focus upon what CSR in reality stands for, its importance, Rules and Regulation, what the companies are doing in respect of CSR, Professional Accountants Role and expectations of the stakeholders. CSR which has been used for business ethics, defined as tantamount to corporate philanthropy, and considered strictly as relating to environment policy has different meaning and importance for everyone. (McWilliams, Siegel, Wright, 2006) Through the power of collective action, the Global Compact seeks to advance responsible corporate citizenship so that business can be part of the solution to the challenges of globalization. In this way, the private sector in partnership with other social actors can help realize the Secretary-Generals vision: a more sustainable and inclusive global economy. (www.unglobalcompact.org) 2.1 The concept of CSR JCI believes that CSR is about what business can do not about what business must do. It is about opportunities not about obligations or new rules. (www.davidgrayson.net). The recent CSR concept was first found in the mid-twentieth when the focus was just on social issues like charity and Labour issues. But later the area of discussion widened and covered ecological issues as well. It included how business should take account of its economic, social and environment impacts in the way it operates- maximizing the benefits and minimizing the downsides. Corporate social responsibility means that a company or business is not only accountable to its shareholders but to all its stakeholders which include its customers, suppliers, employees, local communities, investors, environment, governments etc. CSR to a very large extent has been noticed a voluntary action with less legal requirements. 2.2 Importance of CSR The exploitation in the business world is as old as business world itself. Whether it was employees rights, communities inconvenience, environment, shareholders, customers, suppliers, creditors or debtors it has been obvious everywhere. But as the CSR ha gained a lot of attention, the world has become the global village now where the comments like ‘ Profit is only responsibility can not be accepted. (Husted, B.W. and Salazar, J., 2006). Where selected stakeholders like particular suppliers, creditors or shareholders can not be favoured by managers, where abuse of power by business can not exist, employees can not be exploited and society can not ignore the damage of the environment. The main reason for the awareness for all these things is CSR. One thing is sure that the pressure on business to play its role on social issues will continue to grow in future. In the last ten years the institution which worked hard within the global sphere of operation gained more respect, power, monetary benefits and influence as well. On the other hand the institutions like police, judiciary and scores of government institutions have been failed in doing so. But the pressure is growing day by day in this respect. The governments have admitted this thing that it can not change the whole world without the help of the people who are living in the world particularly the corporate world which is getting benefits from the society. So the government is in one way or another putting pressure on the businesses to contribute towards the social issues. On the other hand businesses have also come to known that for long term recognition and benefits, they have to be active in respect of CSR. They have to recognise the rights of their employees respect their suppliers, save the environment and contribute towards the other issues which exist in the society 2.3 Intangibles and CSR The importance of the intangibles can not be ignored as the new International Financial Reporting Standards (IFRS) stated that from 2005 all listed European companies must report acquired intangible assets. The intangible assets includes Brand value, goodwill etc. (www.csr.gov.uk). It is said that intangible assets are more important for a business than the tangible ones. CSR not only helps in building these assets but protects and expands them. For example the brand value of any business do not start form the beginning but retained afterwards with different CSR activities which may include Consumer specific activities, health and safety measures , Sponsoring community development programme, support for clean environment and so on. 2.4Competitiveness A business can be more competitive and successful as well by adopting CSR policies which is an edge for any company. For example a link between a business and customer give more information to the business about the needs and requirements of the customer. Ultimately this thing results in the business becoming more competitive in terms of product development. CRS also makes the businesses more efficient and competitive in respect of price by taking steps like minimizing waste .If the companies prefer to make the recyclable products, it can help on the one hand to reduce a danger for environment and on the other hand can help a lot to reduce the cost of the product which ultimately results in low price for the customer and more benefits for the businesses. 2.5 Different Approaches towards CSR Corporate social responsibility is one of those topics-like Manchester United and the New York Yankees- that raises passions both for and against. (Simon, 2005). Different approaches can be found about CSR which are contradictory. This part will examine some of the approaches available and analyze them. For many years, Milton Friedman (1962) has been known as the villain in the business and social literature. His notion, that business are owned by their shareholders and they have to decide about their money if they want to give it to the charity or not, has been criticized (Husted and Salazar, 2006).He further had an argument that CSR is indicative of self-serving Behaviour on the part of manager and reduces shareholders wealth (Abagail , Donald and Patrick 2006).But without going into details this idea seems to be true that how spending more on social issues will help to maximize the benefits of the businesses . The shareholders do not have any problem to spend a moderate amount on these types of issues. On the contrary, there are others who have totally different opinions. For example Jones says in his stakeholders theory that the firms which are loyal and honest to their stakeholders ultimately create incentives for their own firms. Some say that CSR is only used by some companies to get competitive advantages. (Abagail , Donald and Patrick 2006) Some are with the viewpoint that CSR is not about giving charity only but it is more than that. It is about helping the community, taking steps to save environment, taking care of the rights of employees, improving relationship with customers and about contributing towards other social issues. (www.mallenbaker.net) One thing is quite sure from the previous experiences that companies cannot maintain business success and shareholder value by maximising short-term profits and the importance of the CSR can not be ignored in the recent time. (Oketch, M. 2004). The companies should, therefore, should take part in the activities which allow them to get benefit in the long run, and contribute as much as possible to the community without making a loss. This will take them towards a win-win situation. 2.6 CSR and Poverty Reduction Because of the unfair distribution of the wealth, people in some countries do not have food to eat and water to drink while in some countries people have more than they need. Although poverty reduction and CSR do not seem to be connected with each other yet the social responsible business can contribute to reduce the poverty especially in developing countries. Creating Jobs, Training the people, addressing the issue of child labour, gender equality, health care, community development, higher minimum wage and better working place conditions are some of the steps under the roof of CSR which can help to reduce the poverty to a certain level. A proactive approach of corporate world, society, professionals and governments is needed towards CSR to reduce the poverty. 2.7 Professional Accountants role Scores of Professional accountant have already started taking steps to adopt the concept of CSR and ready to contribute towards a contemporary issues especially environment-being the most important currently. But they have been criticised usually for not unfolding the required information which the stakeholders are looking for. Their CSR reporting fails to be logical and does not produce comparable data on environmental issues, risks and uncertainties which can be relevant to the business current and future performance . The main objective of corporate reporting is to communicate economic measurement of the information about resources and performance that would be useful to users who have a right to this information. To fulfil this objective, corporate reports have to possess the following qualitative characteristics: relevance, reliability, comparability, objectivity and timeliness (Barry Elliot and Jamie Elliot, 2004). Accountants, who are actually considered responsible for reporting all the aspects, have been following set rules made by professional bodies and other authorities. These bodies have only provided basic rules which do not include the ultimate guidance on social and environmental issues. Furthermore accountants have been focusing on past only rather than dealing with present and future. For instance historic cost, prudence, representational faithfulness and so on have been their basic areas of interest. These concepts actually do not help when reporting social and environmental issues. After years of criticism both professional bodies and government worked out certain criterias about these issues. But in spite of the fact that accounting standards have some provisions and government has put some restriction, the accounting professionals need to take these new issues into consideration while reporting financial performance. The standards only provide basic guidelines to standardise the system globally and the whole world will be a better place if theory and practice is balanced for its betterment. The accounting professionals need to use their moral standards as well while reporting. 2.8 Governments role The role of the governments is very vital to improve the contribution of the business to the social development. According to many intellectual the basic thing which prompts any organization to play its responsible role in society is legislation in that particular area. There are laws which cover many areas like minimum wage, Health and safety and disclosure to investors but the governments have probably need to make some amendments in laws in the areas such as social and environment. Whereas on the other hand many opine that if the legislation regarding CSR is prepared, the businesses will only make efforts which the law requires but never more. At the moment many companies are doing their best voluntarily but the legislation can effect their motivation and they may step back. The governments have been facing two challenges. First how to engage more and more companies in CSR and secondly how to make the contribution of the companies better in terms of CSR. For the first challenge the government has made a set of rules and regulation for the companies to follow CSR and reviewed it action and polices across the board and made CSR a priority. For the second challenge the governments have been encouraging the roles of the companies which are doing their bets for the social issues. The governments can make corporate social responsibility better by providing best practice guidance, intelligent regulation and incentives to the companies where needed. Some suggestions of making a separate department for CSR have also come to the surface from many critics. They think that accountants are not supposed to deal with CSR especially social and environmental issues. 2.8.1 U.K Government U.K business world to some extent going in the right direction as the global Reports 2006 survey shows that U.K companies were rated the top three reporters (www.csr.gov.uk). ‘Since I became Minister for CSR in May 2002 we have seen rapid growth in Interest in the application and implications of CSR. What has impressed me most has been the level of creativity and enthusiasm brought to the subject from all quarters. Weve seen encouraging progress. Id like to highlight some significant recent developments and look at where we need to focus for the future. (www.csr.gov.uk) The government encourages companies to report on their CSR performance in different ways like: * Issued guidance on environment reporting * The ACCA sustainability reporting awards * Supported the global Reporting Initiative The U.K Government has brought the regulation up to date as well. From October 2007 Quoted companies must also disclose the information about employees, environment, social and communities matters. Company act 2006 also has shown some legislation in this respect. (www.corporateRegister.com) 2.8.2 European Union Role Like UK European commission also considers Corporate Social responsibility an important area and have already started working. In 2001 the European commission developed a strategy on CSR which resulted in the establishment of a Multi-Stakeholder forum on CSR in October 2002.In march 2006 European commission published its communication on CSR which states that CSR can make a significant contribution and make Europe a ‘ pole of exellance. During its presidency of EU in 2006, Finland held a conference with the name ‘ Corporate social responsibility policies promoting innovation and competitiveness which also emphasized on the importance of the Corporate Social Responsibility. (www.csr.gov.uk) 2.8.3 International Commitment In September 2006 a ‘world summit on sustainable development was arranged in Johannesburg where all participant committed to promote corporate responsibility and made a future line of work. Some critics, however, says that the government is trying to avoid its duties because it is just dependent on the NGOs. Governments are trying to push NGOs on the front foot instead of going forward themselves. It is true that governments are making efforts for the development of CSR but the main problem is practice. It has been observed in different surveys that the non-government organizations in the world are making more efforts and taking practical steps for the solutions of social issues than the governments and the Governments are lacking the implementation of the its theory . 2.9 Consumer and CSR To talk about the role of the general public, they have also a very important role to play. Sometime the companies want to be more efficient and wishes to make CSR Central to their corporate identity. For instance the Seventh Generation who are the suppliers of the chlorine-free toilet tissues and Ben Jerrys, who are the eco-friendly ice-cream maker, have not been responded well by the consumer. It seems that only minority of people are ready to pay premium prices for these responsible products. This type of behaviour from consumer can demoralise the companies or force them to limit their CSR activities. Some critics says that only consumer can not be blamed for not supporting CSR activities as it is the duty of the government that it should aware the general public about CSR. If a common consumer does not know what CSR is or how it can be supported, how consumer can encourage such activities. 2.10 NGOs and CSR NGOs and trade unions have been pointing their fingers at the international government bodies for their lack of commitment towards CSR. It is to some extent true that companies have been left alone with less guidance and little support from governments. It has been noticed that Non-government organizations have been working more actively than the governments. Whether they are social or environmental issues non- government organizations seems to be excelled. For instance in many parts of the world different charitable or non- profitable organizations are going ahead to the governments institutions, professionals, and corporate world. ActionAid , Amnesty International UK , Oxfam GB , Refugee Council , Saferworld , Save the Children UK and World Development Movement are some of the examples of the NGOs which are working for social and environmental issues and putting their best efforts without making any profit. 2.11 CSR in developing countries CSR aims both to improve the contribution of the business in society and maximize the benefits out of the business activity. The more CSR activities can be found in the richest countries than in the middle and low-income countries. The agenda of CSR is less visible in these countries. CSR actually offers opportunity to the governments, Private Sectors, Professional Accountants to bring changes in the current social system in these countries. Even the companies which are doing their businesses in the developed countries can do a lot in these countries by expanding their Corporate Social Responsibility practices to these countries. By doing this they can enlighten their image and get long term benefits as well. However over the past few years the governments, businesses NGOs and civil society have managed to some extent to adopt CSR agenda and have started doing something in the developing countries as well . For instance the countries like South Africa, China, India, Brazil and Philippines have started CSR movements in their respective countries. But it is the beginning and still lot to do in this regard. 2.12 Consequences in the absence of CSR The above mentioned discussion about CSR and its importance made one thing very clear that CSR has become essential both from the business an Social point of view. If the society, the accounting professionals, businesses and other academics in the financial field do not challenge these issues and stop being passive in order to meet the true purpose of their roles, the problems will continue to grow. As far as the businesses are concerned they make money while working in a society. If the society where they are working is strong enough in respect of money and can enjoy the basics needs of the life the economy will grow which will result in a prosperous Situation. If the companies are making money from the people, it is not strange to give some part of it back to the people in the form of facilitating them in different respects such as community development, helping the poor, Taking care the children, take care of the suppliers, customers, employees and contribute towards the solution of the environmental issues which is in reality their surroundings as well. It is said that to get love from some one you have to give it first. By doing all the efforts regarding CSR the companies actually enhance their image side by side other benefits for long term. In the absence of CSR business can make money but can not earn long term benefits and respect in the society in current situation. To talk about the professional accountant, it is obvious that they follow certain rules and regulations while reporting but they need to follow morality and ethics as well. The professional, of course, are the part of society and not the part of problems in society. As CSR has become a source of betterment for the society, they should take care of the social and environmental issues while reporting for the companies and should try to point the risks in future with regards to business side by side giving analysis of the past. If they just ignore the issues of the society, who knows they can be ignored by the society. Chapter 3 3. Methodology Knowledge is a series of inventive activities which applying models to unfold the reality (Watofsky, 1983) .This type of inventive process changes time to time and human beings observe the changes. But the models which human beings themselves recognise vary time to time. The method of case study has been adopted in the project which will itself answer many questions like ‘How, when and why. The procedure to go for case study is more explanatory and flexible than the other methods. Case study procedure is found suitable because it helps to understand the complex issues deeply, points out the problems during the procedure and suggests remedies as well. The Case studies of Sainsbury and Tesco in this project are carried out in order to know the current situation of CSR and its importance in corporate world in U.K. The reason for selecting Sainsbury and Tesco is that the both companies are the very successful and big names in the U.K, represents other business community and rivals as well. I. Introduction Man needs philosophy in order to be able to think, act and live accordingly. It is a basic blueprint of a man’s actions from thinking, to interacting with others. The only thing that is constant is change. This saying is indeed true especially in the Philippine Education System. For every change implemented lies challengers on the part of the classroom teachers who portrays varied roles. The rapid changes in the world have made curriculum design even more difficult. to be globally competitive II. Aims of my Philosophy chosen There is a need to revise the curriculum from time to time for us to suit the needs of time. We should go on with the flow of life and we should revise it now because curriculum in the past is not anymore very effective or suited for today’s generation As pro active individual I consider Change as a challenge and not a threat. Meeting new challenges require the opportunity to take risks and try new ideas. As a learning individual change is inevitable to meet the needs of society. In a fast changing society education is one way to connect oneself to the past and to project into the future and therefore aims in Philosophy should be considered. III. Role of Philosophy chosen to Education Education and philosophy are closely tied together; both are associated with teaching, learning, and discovering. Philosophy is more of an all-encompassing part of life, though; education is a more specific form of it. Due to the contributions of philosophers over the centuries, education has developed into the powerful tool that it is today. Without philosophy, education would essentially not exist. That said importance of philosophy in education is in fact the foundation in which all academic teaching and intellectual learning is built off. IV. Role of Philosophy to the content development 1. It guides everyone to plan collaboratively for school change to meet the learner’s diverse needs 2. It serves as a vehicle to open new ideas for positive outcomes 3 It strengthens the goals on meeting challenges for a fully functional learner. Language is dynamic as well as the curriculum. We have different curriculum in the past and in the present. We are now in a globally competitive world. A world that also needs competitive teachers and students. So, how will you become competitive if your curriculum is traditional? And is not aware of the new trends of teaching today? Students now are fond of using computers. They will probably choose going to the computer shop than going to school. As a teacher, what will you do? Don’t be a boring teacher! An effective way of solving this kind of phenomena is that the teachers must use technology in teaching. Make it as your partner in delivering a lesson so that the students will not get bored. Make a teaching-learning process lively and meaningful. Teaching and learning give life and meaning to the curriculum because this is the process wherein the teacher and the students interact with each other interchangeably or vice versa. If there is an effective teaching-learning process, it’s really a big help to the curriculum. It’s a big honor because each complements and supplements each other. The value placed in teaching will reap the same value in learning. Thus, a good curriculum can be judged by the kind if teaching and the quality of learning derived from it. The most important thing to keep in mind about strategic content development is that it’s truly an improvisational process. The reason why you want to identify as many viable options for potentially remarkable content is simple: You’ll almost certainly need to make adjustments on the process, and it’s easier to do that when you’ve already identified alternatives. So, the final aspect of strategic content development is to constantly evaluate what happened along the way, and why. Significant effect of this curriculum development to the current trends in attaining universal truth in Educational Process In 2012 Deped’s K 12 Program goes full blast. DepEd’s enhanced curriculum aims to meet the overall objective of preparing children for productive work, either as employees or entrepreneurs, while maintaining its current academic thrust It seems that the President is rushing this program before his term ends. If this program is not implemented well, we might not achieve our real objectives. And all we have done is to disrupt the whole system. Changing programs and implementing new ones is not cheap. Will the next President change the system again? In a survey conducted by SWS from Aug. 24 to 27 last year showed growing acceptability of the key features of the K-12 program compared to survey results in March 2012. About 72 percent of Filipino adults believe that K-12 will give students more sufficient knowledge and preparation for work and college compared to those who finished 10 years of basic education, garnering a net rating of +48, up from +35 last March. The percentage of Filipinos who believe that more students will be encouraged to finish the two-year SHS because it is equivalent to two years of college hit 69 percent, or a 10- point increase from 59 percent in March. The results showed that 68 percent of Filipinos with a net rating of +39 believe that more students will finish SHS even with the additional cost and number of years because K-12 graduate will be better prepared for work, higher education, and business. The results of the survey did’nt even reach 75% which means some are not amenable to the new program. Although the selling point of K to 12 is the assurance that graduates of Senior High School will be able to work immediately, even before or without seeking a college degree Under certain circumstances, it is possible to revise only the high school curriculum. Even in this case, we have to wait until those already in First Year have finished Fourth Year (under the present system). After drawing up a curriculum on paper (including such things as expected competencies, prerequisites, qualifications, learning areas, scope, coverage, and outcomes), curriculum designers have to think about the textbooks and other instructional materials that will have to be created for the new or revised subjects. Although teacher training is a separate process, curriculum designers also have to give pointers on how teachers should be trained to handle the subjects. There also has to be some way to determine if and when the curriculum needs to be revised; this is called program assessment or evaluation. Because of abrupt implementation teachers are really having a hard time coping with the changes not to mention the lack of classrooms, instructional materials and the real physical situation of the learners. If the government can financially sustain the program without adding too much burden on parents, it’s worth giving it a try. However, nowadays, most of the students are the happy-go-lucky types who do not regard education as their priority. They’d rather bum around in malls or stay glued to computers. As a result, most graduates are half-baked, who can’t even write or speak good English, unlike the students of yesteryears. Before, a Grade 6 pupils then could already teach. An additional two years to the basic education curriculum could spell two more years of burden to poor parents who could hardly send their children to school. Before full implementation, there usually is a year-long pilot to debug the curriculum, as well as a longer transition period within which some students will be following the old curriculum and some following the new. Curriculum should not only focus on the tools necessary to develop reasoned and logical construction of new knowledge in our various fields of study, but also should aggressively cultivate a culture that nurtures creativity in all of our learners. This point seems particularly important.

Carter picked up a book and leafed through it lazily. His stringy blond hair had been stuffed under a backward baseball cap, and his flannel shirt appeared to have seen better days. â€Å"Looking for altar supplies?† he asked me without glancing up. â€Å"Or maybe here to brush up on your astrology?† â€Å"It's none of your business why I'm here,† I snapped back, too flustered at the sight of him to think of anything funny or even plausible. The gray eyes looked up. â€Å"Does Jerome know you're here?† â€Å"It's not his business either. Why? Are you going to tattle on me?† My words came out boldly, though part of me kept thinking if Carter really was the one behind the attacks, I'd have a lot more to worry about than Jerome's wrath. â€Å"Maybe.† He closed the book, holding it between his palms. â€Å"Of course, I suspect the long-term entertainment value will be greater for me if I just keep quiet and let your schemes proceed uninterrupted.† â€Å"I don't know what ‘schemes' you're talking about. Can't a girl go shopping without getting the third degree? You don't hear me grilling you about why you're here.† The truth was, I burned to know what he was doing. It didn't surprise me that he knew Erik – we all did – but finding him here in light of everything that had happened lately only furthered my suspicions. â€Å"Me?† He held up the book he'd been glancing through. Teach Yourself Witchcraft in 30 Days or Less. â€Å"I need to make up for lost time.† â€Å"Cute,† I acknowledged. â€Å"Commendation from a master. I'm honored. Have I given you sufficient time to come up with an equally cute alibi?† He set the book down. â€Å"Miss Kincaid.† Erik shuffled into the room before I could answer. â€Å"I'm so pleased to see you. My friend just dropped off the earrings you asked for.† I stared, momentarily puzzled, and then I remembered the pearl necklace, as well as the earrings I'd offhandedly requested. â€Å"I'm glad he was able to do it so quickly.† â€Å"Nice recovery,† conceded Carter in an undertone. I ignored him. Erik opened a small box for me, and I peered inside. Three tiny strands of freshwater pearls, just like the ones from the necklace, dangled from the delicate copper wires of each earring. â€Å"They're beautiful,† I told him. I meant it. â€Å"Thank your friend. I have a dress these will look great with.† â€Å"That must be a relief,† noted Carter, watching Erik ring the earrings up at the counter. â€Å"Proper accessories, I mean. Cody tells me you're doing a lot of dating these days. I don't suppose you read the book I sent you.† I slid my credit card over to Erik. Cody had seen my male entourage at the dance lesson, but I'd only told him about my subsequent date with Roman yesterday. â€Å"When did you talk to Cody?† â€Å"Last night.† â€Å"Funny, so did I. And here you are today. Are you following me around?† Carter's eyes danced merrily. â€Å"I was here first. Maybe you're following me around. Maybe you're starting to get into this dating thing and want to find a cunning way to come on to me.† I signed the credit card slip and handed it back to a quiet, listening Erik. â€Å"Sorry. I like my men to have a bit more life in them.† Carter chuckled quietly at my joke. Sex with other immortals gave me no energy payoff. â€Å"Georgina, sometimes I think you might be worth following around, just to hear what you'll say next.† Erik looked up. If he felt discomfort at being in the crossfire of two immortals, he did not show it. â€Å"Then perhaps you'd like to join us for tea, Mr. Carter? It took every ounce of my resolve to sound calm as I called out to him. â€Å"Carter?† His hands touched the door. Pausing, he glanced back at me and arched an eyebrow in acknowledgment. â€Å"Does Jerome know you're here?† A slow, sly smile spread across the angel's face. â€Å"Are you going to tattle on me now, Georgina? And here I thought we were making such progress. Perhaps we should have drawn out the small talk a bit more. You could have asked me if the weather would change soon, I might have commented how pretty you looked today, etc., etc. You know how it goes.† I blinked. I honestly didn't know, but I still believed of all angels to be taking down evil immortals in the city, Carter had the most opportunity. â€Å"How pretty am I then?† My voice caught slightly. â€Å"Pretty enough to fall for?† The angel's lips twitched. â€Å"I knew you were coming on to me. See you later, Georgina, Erik.† He opened the door and left. I stood there, watching his retreating figure. â€Å"What was he doing here?† Erik set a tray with two cups down on the small table. â€Å"Come now, Miss Kincaid. I keep your secrets. You can't expect me to do any less for him.† â€Å"No, I suppose not.† Nor, I thought as the old man went to get the teapot, did I want to risk endangering him by getting him caught up in immortal affairs. Well, at least caught up more than he already was. He returned shortly and poured for us. â€Å"I had just put this on before you came in. I'm glad you're here to share it.† I tasted it. Another herbal blend. â€Å"What's this one called?† â€Å"Desire.† â€Å"Fitting,† I observed. Angels and conspiracies aside, I still hungered for Roman. â€Å"Did you find out anything?† â€Å"I'm afraid not. I asked around but learned nothing more about vampire hunters, nor did I get any indication of one in the area.† â€Å"That doesn't surprise me.† I sipped the tea. â€Å"I think something else is going on.† He said nothing, prudent as ever. â€Å"I know you won't tell me why he was here, and I understand that†¦Ã¢â‚¬  I trailed off, determining how best to phrase my words. â€Å"But what do you†¦ what do you think of him? Carter, that is. Has he done anything weird or seemed, I don't know, suspicious? Secretive?† Erik gave me a droll look. â€Å"Begging your pardon, but I have a number of customers – yourself inclusive – who fit that description.† No doubt that was an understatement. â€Å"Well, then, I don't know. Do you trust him?† â€Å"Mr. Carter?† Surprise registered across his features. â€Å"I've known him longer than I have you. If any of those ‘suspicious and secretive' customers can be trusted, he is certainly first among them. I'd place my life in his hands.† No surprise there. If Carter could fool Jerome, he could surely fool a mortal as well. Shifting gears, I asked: â€Å"Do you know anything about fallen angels?† â€Å"I would think you are already familiar with that topic, Miss Kincaid.† I wondered if he referred to the company I kept or the old myth that succubi were demons. For the record, we aren't. â€Å"Never ask a practitioner if you want to learn about a religion's history. Save those questions for outside scholars.† â€Å"Very true.† He smiled, thinking as he brought the cup to his lips. â€Å"Well. Surely you know that demons are angels who turned away from the divine will. They rebelled, or as it is commonly referred to, ‘fell.' Lucifer is generally accredited as being the first, and others left with him.† â€Å"That was in the beginning, though, right? One mass migration to the other side.† I frowned, still wondering about the technicalities of when angels fell. â€Å"What about later? Was that the only time it happened? Just that once?† Erik shook his head. â€Å"My impression is that it can happen still and has happened in the past. There are even documents suggesting – â€Å" The door opened, and a young couple walked in. Erik rose and smiled at them. â€Å"Do you have any books on tarot?† the girl asked. â€Å"For beginners?† Did he ever. Erik had a whole wall of them. The interruption frustrated me, but I didn't want to disrupt a chance for him to do some business. I gestured him toward the couple, drinking the rest of my tea. He led them to the appropriate section, energetically explaining certain titles and questioning their needs in further detail. I picked up my coat and purse, along with a box of the Desire tea. Erik watched me set a ten-dollar bill on the counter. â€Å"Keep the change,† I told him. Pausing from his discussion with the couple, he remarked to me, â€Å"Check†¦ let's see, I believe it's the beginning of Genesis 6†¦ verse 2 or 4 perhaps? There might be something to help you in there.† â€Å"Genesis? Like in the Bible?† He nodded, and I glanced around the book-lined shelves. â€Å"Where is it?† â€Å"I don't stock it, Miss Kincaid. I suspect your own resources will be more than adequate.† He returned to his customers, and I left, marveling at a man who could pull up biblical verses by number but not have a copy on hand. Still, he was right about me having ample resources, and my shift started soon anyway. I drove back to Queen Anne and found the street parking full. Digging my permit out from the glove box, I hung it on my rearview mirror and pulled into the tiny, private parking lot bordering an alley behind the bookstore. So many employees wanted to use the lot, I generally tried to avoid it when I could. As I walked toward the store, I caught sight of two cars pulled hood to hood and a redheaded figure leaning over them. Tammi. I liked the teenager a lot, but she also had a tendency to chat. Not wanting to delay my biblical search, I stepped into some shadows and shape-shifted into a nondescript man she wouldn't know. I then walked on past her, barely getting a second glance as she jumped the car. I changed back to my normal body once I was out of sight again. A momentary sense of windedness hit me, gone just as quickly as it had arrived. Cross-gender shape-shifting always took a bite out of me, which was why I had resisted Peter's silly haircut-modeling suggestion. I had probably just lost a few days' worth of my Martin-induced energy surplus. That left me with a couple weeks at least, but I felt the succubus feeding need stir slightly within me anyway, no doubt agitated by my perpetual longing for Roman. The bookstore hummed with normal weekday business when I arrived. Immediately, I sought out our religion section. I had directed people to it on a number of occasions; I had even pulled select titles from it. What I had not done was pay close attention to just how many Bibles existed. â€Å"Jesus,† I muttered, staring at the various translations. There were Bibles for women and men respectively, Bibles for teens, illustrated Bibles, large-print Bibles, gold-embossed Bibles. At last I caught sight of the King James Version. I knew little about it, but at least I recognized the title. Pulling it off the shelf, I flipped to Genesis 6 and read Erik's passage: And it came to pass, when men began to multiply on the face of the earth, and daughters were born unto them, That the sons of God saw the daughters of men that they were fair; and they took them wives of all which they chose. And the LORD said, ‘My spirit shall not always strive with man, for that he also is flesh: yet his days shall be an hundred and twenty years.' There were giants in the earth in those days; and also after that, when the sons of God came in unto the daughters of men, and they bare children to them, the same became mighty men which were of old, men of renown. Well. That cleared everything up. I reread the passage a few more times, hoping to get something more out of it. I finally determined Erik must have given me the wrong chapter number. He'd been distracted, after all. This passage, by my estimation, had nothing to do with angels, falling, or even the cosmic battle of good and evil. What it did seem to be about, however, was human procreation. It didn't take a biblical scholar to figure out what â€Å"the sons of God came in unto the daughters of men† meant, especially when children followed in the next phrase. Sex had sold books back in the old days, just as it did now. I wondered if Erik had given me the passage number as a joke. â€Å"Are you finding religion?† I looked up first into a Pac-Man T-shirt, then into Seth's inquisitive face. â€Å"Found and lost it a long time ago, I'm afraid.† I shut the book as he knelt down beside me. â€Å"Just looking up something. How are Cady and O'Neill today?† â€Å"Making good progress on their latest case.† He smiled fondly, and I found myself studying the amber-brown of his eyes. I'd had a few more e-mail exchanges with him in the last few days and enjoyed my mininovels, though our spoken conversation had seen little improvement. â€Å"I just finished a chapter and needed to take a break. Walk around, get something to drink.† â€Å"No caffeine, I presume.† I had learned Seth didn't drink caffeinated beverages, which I found both frightening and unnatural. â€Å"No. No caffeine.† â€Å"You shouldn't knock it. It might increase your writing output.† â€Å"Ah yes, that's right. You don't think my books come out fast enough.† I groaned, remembering the day I'd met him. â€Å"I think my own words came out a little too fast that first day.† â€Å"No way. You were brilliant. I'll never forget it.† His quizzical mask slipped briefly, just as it had at the dance lesson, and I once again saw male interest and appreciation cross his features. Crouching beside him, I again had a momentary sense of naturalness, like I normally had with Doug or one of the immortals. Something friendly and soothing. Like Seth and I had known each other forever. Maybe I had, in a manner of speaking, through his books. And yet, at the same time, being this close to him proved disconcerting as well. Distracting. I began noticing things like the lean muscles in his arms and the way his messy brown hair framed his face. Even the gold sheen of light hitting his facial hair and the shape of his lips held my attention. Turning away, I felt the base thirst for life energy twitch in me, and I repressed the urge to reach out and touch his face. The outside shape-shifting had caused more damage than I realized. I still didn't really require a true refill of energy, but the succubus instinct was getting irritable. I needed to squelch it soon, but certainly not with Seth. I stood up hastily, still holding the Bible, wanting to get away from him. He rose with me. â€Å"Well,† I began awkwardly when neither of us said anything for a few moments, â€Å"I need to get to work here.† He nodded, the interest in his face turning to apprehension. â€Å"I†¦Ã¢â‚¬  â€Å"Hmm?† Swallowing, he looked away briefly then back to me, his eyes now focused with determination. â€Å"So, I'm going to this party on Sunday, and I wondered if maybe†¦ maybe if you weren't busy or weren't working, you could maybe, that is, maybe you'd want to come with me.† I stared, speechless. Had Seth Mortensen just asked me out? And hadn't†¦ hadn't we just had a coherent conversation for once? Combined with me suddenly noticing how attractive he was, the very world seemed to be turning on its side. Worse still, I wanted to accept. Something about Seth suddenly felt natural and right, even if it wasn't like the rollercoaster of excitement I felt with Roman. Somewhere in this bizarre, awkward relationship, I'd grown to genuinely like the writer independent of his novels. But I couldn't accept. I knew I couldn't. I cursed myself for my initial flirtation; it had apparently stuck with him, despite my efforts to undo it and stay platonic. Part of me felt dismayed, part of me pleased. All of me knew what I had to do. â€Å"No,† I answered bluntly, still stunned. â€Å"Oh.† I had no choice. No way could I have Seth attracted to me. No way could I risk anything but an arm's-length friendship with my favorite books' creator. Realizing how rude I had sounded, I attempted a hasty recovery. I should have simply said I had to work, but instead, I found myself babbling on with a variant of what I had used on Doug over the years. â€Å"You see†¦ I'm not really interested in dating right now or getting involved with anyone. So, it's nothing personal, I mean, the party sounds great and all, but I just can't accept. I don't ever accept things like that, actually. Like I said, it isn't personal. It's just easier not to get involved. To not date. Um, ever.† Seth studied me for a long time, considering, and I was suddenly reminded of that first night when he looked much the same way while I explained my five-page rule with his books. Finally, he said, â€Å"Oh. Okay. But†¦ aren't you dating that guy? The really tall one with black hair?† â€Å"No. We're not dating. Not really. We're just, uh, friends. Sort of.† â€Å"Oh,† Seth repeated. â€Å"Friends don't go to parties together, then?† â€Å"No.† I hesitated, suddenly wishing I had a different answer. â€Å"They can maybe have coffee sometimes. Here in the bookstore.† â€Å"I don't drink coffee.† There was a sharpness to his voice. I felt like I'd been slapped. We stood there then in what was quite possibly among the top five most uncomfortable moments of my life. The silence stretched out between us. At last, I repeated my lame exit excuse: â€Å"I have to get back to work.† â€Å"Okay. See you around.† Just friends, just friends. How many times had I used that line? How many times had the lie been easier than facing up to the truth? I'd even used it on my husband so long ago, again hiding from the reality of a matter I didn't want to admit to when things had turned sour between us. â€Å"Just friends?† Kyriakos had repeated, dark eyes staring at me. â€Å"Of course. He's your friend too, you know. He just keeps me company when you're gone, that's all. It's lonely without you.† But I never told my husband how often his friend Ariston came to visit or how we always seemed to be finding excuses to touch each other. A casual brush here and there. His hand to help me up. Or the one day that still burned in my memory, when he had reached over me to grab a bottle, and his hand had grazed my breast. I'd given an involuntary gasp, and he'd lingered for a heartbeat before carrying on with his task. And I didn't tell Kyriakos that Ariston made me feel like I had in the early days of my marriage, like I was clever, beautiful, and desirable. Ariston lavished me with the attention Kyriakos once had; Ariston loved the sharp wit that had once gotten me into trouble as an unmarried maiden. As for Kyriakos†¦ well, I assumed he loved those things too, but he didn't show it so much anymore. His father was making him work longer and longer hours, and when he finally got home, he would collapse into bed or seek the solitude of his flute. I hated that flute†¦ hated it and loved it. I loathed that it seemed to hold his attention more than I did. Yet, on some nights, when I sat outside and listened to him play, I felt awed at his skill and that ability to create such sweetness. But that didn't change the fact that I slept untouched more often than not. When I told him I'd never get pregnant that way, he'd laugh and tell me we had all the time in the world for children. This troubled me because I honestly – and irrationally – believed that having a baby would somehow fix everything between us. I ached for one, missing the way my little sisters had once felt in my arms. I loved the honesty and the innocence of children and liked to think I might help guide one into becoming a good person. Nothing seemed so sweet to me in those days as cleaning cuts, holding small hands, and telling stories. Furthermore, I had reached a point where I needed to know that I could have a baby. Three years of marriage was a long time to go without a child in those days, and I'd seen the way others were starting to whisper that poor Letha might be barren. I hated their simpering and sickeningly sugared pity. I should have told Kyriakos everything that was on my mind, every last detail. But he was so sweet and worked so hard to provide for us, I couldn't bear it. I didn't want to shake the contentment that ostensibly filled our household just for my own self-gratification and need for attention. Besides, it wasn't like he always neglected my body. A bit of coaxing, and I could sometimes get him to answer my desire. We'd come together in the middle of the night then, his body moving in mine with the same passion he used in his music. Yet, looking at Ariston some days, I had the feeling he wouldn't need any coaxing at all. And as empty days without Kyriakos passed, that started to mean something. Just friends, just friends. Standing there in the bookstore, watching Seth walk away, I half wondered how anyone could still use that line. But I knew why, of course. It was used because people still believed it. Or at least they wanted to. When I returned downstairs – feeling sad, angry, and idiotic all at the same time – I stumbled upon a scenario guaranteed to make my day even weirder: Helena from Krystal Starz stood there in front of the registers, gesticulating wildly to the cashiers. Helena here. On my turf. Swallowing my confusion over Seth, I strode over in my best managerial way, still carrying the Bible. â€Å"Is there something I can help you with?† Helena spun around, making the crystals around her neck tinkle as they hit each other. â€Å"It's her – she's the one. The one who stole my staff.† I glanced behind the counter. Casey and Beth stood there, looking relieved to see me. Tammi and her friend Janice must have been somewhere else in the store, for which I was grateful. Best to keep them out of this. I kept my voice cool, ever-conscious of the customers observing. â€Å"I'm sure I don't know what you mean.† â€Å"Don't start that with me! You know exactly what I mean. You walked into my store, made a scene, and then lured away my staff. They left without notice!† â€Å"People have recently applied for jobs here,† I responded blandly. â€Å"I can't really keep track of where they used to work. As assistant manager, however, I can empathize with the inconvenience of employees who leave without giving notice.† â€Å"Stop that!† Helena exclaimed, hardly resembling the cool, collected diva from last week. â€Å"Do you think I can't see through your lies? You walk in darkness, your aura wreathed in fire!† â€Å"What's on fire?† Doug and Warren walked up, obviously attracted by the mounting spectacle. â€Å"Her,† Helena proclaimed, pointing at me, using the New Age raspy voice. Warren eyed me curiously, as though actually assessing for flames. â€Å"Georgina?† â€Å"She stole my employees. Just came in and took them like that. I could sue, you know. When I tell my lawyers – â€Å" â€Å"Which employees?† † Tammiand Janice.† I cringed, waiting to see what this new development would unleash. Despite his many shortcomings, Warren did have a smooth sense of customer service and professionalism. I worried what might ensue if my poaching received further investigation. He frowned, trying to match faces with names apparently. â€Å"Wait†¦ didn't one of them jump my car today?† † Tammidid.† He snorted dismissively. â€Å"We're not giving them back.† Helena turned beet red. â€Å"You can't – â€Å" â€Å"Ma'am, I am sorry for your inconvenience, but I can hardly pass back workers who have signed employment papers with us and are unwilling to work for you anymore. There's always turnover in retail. I'm sure you'll find someone soon.† She turned on me, still pointing. â€Å"I won't forget this. Even if I can't get you back for this, the universe will repay your cruel and twisted nature. You will die miserable and alone. Unloved. Friendless. Childless. Your life will have amounted to nothing.† So much for New Age love and kindness. I hardly feared her comments about dying, but the other adjectives dug in a little. Miserable and alone. Unloved. Friendless. Childless. Warren, however, felt no such concerns for me. â€Å"Ma'am, Georgina's the last one I'd accuse of having a ‘cruel' nature or leading a meaningless life. She holds this place together, and I trust her judgment implicitly – including the hiring of your former employees. Now unless you would like to make a purchase, I must ask you to leave before I'm forced to call the authorities.† Helena spouted off more curses and woes to us, no doubt entertaining the customers waiting in line. To my surprise, Warren continued holding his ground. He usually went out of his way to smooth customer relations and put our best foot forward, even at his employees' expense. Today he didn't apparently feel like humoring anyone. It was refreshing. When Helena left, he retreated to his office without another word, and Doug and I stood there, astonishment quickly giving way to amusement. â€Å"The things you cause, Kincaid.† â€Å"What? Don't peg that one on me.† â€Å"Are you kidding? Freaky witch women never showed up before you started working here.† â€Å"How would you know? I started before you.† Checking my watch, I turned thoughtful. â€Å"You're still here for a while today, aren't you?† â€Å"Yup. Lucky for you. Why?† â€Å"No reason.† I left him there and walked to the back offices. Instead of turning left for my office, however, I turned right into Warren's. He sat at his desk, packing his briefcase, preparing to leave now that his car was ready. â€Å"Don't tell me she's back.† â€Å"No.† I closed the door behind me. Identifying rocks and minerals relies heavily on chemistry, but most of us dont carry around a chem lab when were outside, nor do we have one to take rocks back to when we come home. So, how do you identify rocks? You gather information about your treasure to narrow down the possibilities. Its helpful to know the hardness of your rock. Rock hounds often use the Mohs test to estimate the hardness of a sample. In this test, you scratch an unknown sample with a material of known hardness. Heres how you can perform the test yourself. Difficulty: EasyTime Required: mere seconds Heres How: Find a clean surface on the specimen to be tested.Try to scratch this surface with the point of an object of known hardness, by pressing it firmly into and across your test specimen. For example, you could try to scratch the surface with the point on a crystal of quartz (hardness of 9), the tip of a steel file (hardness about 7), the point of a piece of glass (about 6), the edge of a penny (3), or a fingernail (2.5). If your point is harder than the test specimen, you should feel it bite into the sample.Examine the sample. Is there an etched line? Use your fingernail to feel for a scratch, since sometimes a soft material will leave a mark that looks like a scratch. If the sample is scratched, then it is softer than or equal in hardness to your test material. If the unknown was not scratched, it is harder than your tester.If you are unsure of the results of the test, repeat it, using a sharp surface of the known material and a fresh surface of the unknown.Most people dont carry around examples of all ten levels of the Mohs hardness scale, but you probably have a couple of points in your possession.
